Oregon is one of the 19 US jurisdictions with a statute that speaks directly to raising rent. It requires 90 days' notice before an increase takes effect, in writing.

How much can you raise it in Oregon?
Oregon caps the annual increase at the lesser of 10%, or 7% plus the September change in the western CPI. The state publishes the resulting figure each year by September 30 for the following calendar year - look it up rather than relying on last year's number. No increase at all in the first year of a tenancy, and no more than one per twelve months. Buildings with a certificate of occupancy less than 15 years old and certain income-restricted housing are exempt from the cap but not the notice.
Can you raise rent mid-lease in Oregon?
No. A fixed-term lease fixes the rent for the term. An increase takes effect at renewal, or on a month-to-month tenancy after proper notice. The exception is a lease that contains its own escalation clause agreed at signing.
